This tutorial was written using Paint Shop Pro 7
Be sure to save often in psp format so you don't lose anything!
Items to Download:
Open tube or Image you are going to use or you can use mine.
Apply Texturizer filter
Apply Artistic Effect/Brushstrokes at these settings:
This step is optional...added a new raster layer, I used the rectangle
in the selection tool and drew a rectangle part ways from the bottom
for a grass effect because I used the horse tube.
And repeated the steps above starting with the gradient flood fill.
Only I changed my dark brown to a dark green and applied the rest
of the settings the same.
Add a new raster layer
Then applied the same drop shadow...
Add a New Raster Layer and flood fill with lightwood pattern or
Go to Masks/Load from Disk and apply the IvyMask.msk
Change your background color to white
Go to Selections/Invert again
Deselect
Then go to Effects/Reflection Effects/Pattern and use these settings

Flood fill the background using the gradient fill 
Choose two colors...one light and one dark that will compliment your image or bring it out.
(I used a light tan and the dark brown from the horse)

I used my lasso tool ..feather set at 14 and drew around the outer top edge of
my grass layer and deleted it...so it would blend in with the rest
of the background. Then merged all layers.

Add your tube or image... (I used my tube at a scale of 42) I gave mine a drop shadow of (Effects, 3D Effects, Drop Shadow)
H&V 2
Opacity:36
Blur: 4.7

changing the horizontal only to 22

pattern of your choice.
Angle your wood pattern at 270 (lines are up and down)
If you use the wood pattern..go to Colors/Adjust/Brightness&Contrast
using the settings:
Brightness:-25
Contrast:10

Go to Masks/Delete/choose "yes"
Go to Layers and duplicate 3 times. (look closely it DOES actually do something lol)
Making sure you're on one of the Mask layers..add a drop shadow
(Effects, 3D Effects, Drop Shadow) of:
H&V:2
Opacity:72
Blur:4.7
This is where you may want to adjust your tube or image as to how
you want it to appear under your mask.
When satified with how it looks..merge all layers!

Go to Image/Add border at 5 (Symmetric checked)
Select border with magic wand
so selected
flood fill with light wood pattern
Go to Selections/Invert and apply Effects/3D/Cutout with these settings:
H&V:0
Opacity:100
Blur:15
Color:Black
Fill Interior-Unchecked

Go to Effect/3D/innerbevel and use these settings:
Bevel:quarter pie shape
width:4
Smoothness:0
Depth:2
Ambiance:-8
Shininess:0
Color:white
angle:315
Intensity:50
Elevation:25

Go to Image/Add border and add border of 15 (Symmetric checked)
Select with magic wand 
flood fill with same gradient fill you used for your background.
Apply same Texture settings as above
Apply with same Artistic Effect/Brush Stroke settings as above

horizontal offset: 43
vertical offset: 64
Rotation Angle: 90
Scale Factor: 0
Number Columns: 3
Number Rows: 3
Horizontal and Vertical Shift: 0
Apply Effects/3D/Innerbevel same as above..only changing the width to 10
Deselect
Add border...border 5..magic wand..flood fill with lightwood
Color/Adjust/Brightness and Contrast..same settings as above
Effects/3D/Innerbevel..changing width back to 4
Deselect
